circulars: GUIDELINES FOR ADMINISTERING FEDERAL FUNDS

OMB has published several circulars which establish common rule requirements which apply to Tribes. These include A-102, A-87 and A-133. A-102 was modified in 1997 to address purchasing issues and Federal agency implementation. A-87 was substantially changed in 1997, and again in 2005, with the changes taking effect in current audits. OMB replaced A-128 guidelines when it published A-133. This seminar will provide an analysis of the impact of each circular including financial management, audit requirements, property and purchasing, records, and program costs (including changes to interest and insurance) as well as others. Federal assistance forms, certifications and the common rule requirements for debarment, suspension, and a drug free work place will be examined. This seminar is for Tribal administrative compliance and financial staff as well as program managers.
