One of the most frequently cited A -133 audit findings is the lack of adequate Internal Controls. Every federal financial assistance award requires the development and implementation of internal control procedures. The purpose of these procedures is to provide the checks and balances that help prevent waste, fraud, abuse, misuse or misappropriation of program resources. Internal control policies and procedures are also needed in every other aspect of Tribal operations and administration. Theft and fraud are a significant problem in Indian Country. Areas of concern include purchasing, travel, housing construction, payroll, illegal kickbacks and gratuities. This seminar will examine the requirements and procedures for internal controls which need to be put in place by the Tribe and its programs. Also it will identify "red flags", and provide guidance in detection and investigation as well as prevention. This training is for all program management and Tribal administration staff.
