HEAD START AND THE NEW REAUTHORIZATION
LAW: P.L. 110-34
On December 12, 2007, President Bush signed "Improving Head Start for School Readiness Act of 2007", reauthorizing the Head Start program. Public Law 110-34 authorizes Head Start through September 30, 2012. Changes include the funding allocation formula, the federal monitoring time period for correcting non-compliance findings, and monitoring reviews leadership. Each Head Start agency will report their enrollment, and under certain conditions be subject to funding relocations for failure to substantially maintain their funded enrollment. Specific roles and responsibilities of the Governing Body and the Policy Council are also delineated. In the areas of staff qualifications and training several major changes have been proposed and need to be implemented within the provided deadlines. Finally, the seminar will examine the "Program Performance Standards" in detail and provide guidance on how to meet them. This seminar is for all Head Start personnel including Tribal Council members and the Parent Policy Council. |
