CONTRACTING FOR FACILITIES CONSTRUCTION

Tribes frequently obtain federal funding for construction of facilities, roads, houses, or infrastructure. Understanding how to procure construction services and how to administer and manage the construction contractor is a complex, difficult topic. This seminar will focus on the purchasing process that the Tribe must utilize in hiring a construction contractor and the post award administrative responsibilities in working with the contractor to obtain the desired result. The procurement steps in issuing an IFB for construction, IFB content, advertising strategies, bid evaluation process, pre-bid conferences and the purchasing process will be examined. Post award topics including change orders, inspection, delays, liquidated damages, bonding and other issues will be discussed. This seminar is for all staff involved in any Tribal construction project and all purchasing personnel as well as Tribal housing authority staff.
