' 638 contracting is a convoluted and complex legal relationship between Tribes and the federal government.  Changes were made to ' 638 by P.L. 100-472  and P.L. 103-413. These statutory changes were finalized as regulations effective August 1996.  The various laws and regulations establish significant modifications to the ' 638 relationship between Tribes and BIA/IHS.  New administrative changes are also occurring.  This seminar will analyze the concepts and procedures of ' 638 contracting and will provide a comprehensive examination of the ' 638 process. It will also address alternatives, options, opportunities, and the rights of the Tribes in the ' 638 relationship with the federal government.  Finally opportunities and issues resulting from the American Recovery and Reinvestment Act and the new Health Care Improvement Act will be examined. This seminar is for all ' 638 staff, Tribal leaders, and federal ' 638 personnel.
