' 638 contracting is a convoluted and complex legal relationship between Tribes and the federal government.  Changes were made to ' 638 by P.L. 100-472  and P.L. 103-413. These statutory changes were finalized as regulations effective August 1996.  The various laws and regulations establish significant modifications to the ' 638 relationship between Tribes and BIA/IHS.  New administrative changes are also occurring.  This seminar will analyze the concepts and procedures of ' 638 contracting and will provide a comprehensive examination of the ' 638 process. It will also address alternatives, options, opportunities, and the rights of the Tribes in the ' 638 relationship with the federal government. This seminar is for all ' 638 staff, Tribal leaders, and federal ' 638 personnel.
